STANDARIZATION OF MAINTENANCE REGULATIONS IN THE SOUTH ASIAN REGION

 

INTRODUCTION

The Steering Committee (SC), at its special meeting held in Lahore, Pakistan on 23-25 February 2007, identified the enormous benefits that can be accrued by both the Member States and the aviation industry that they supervise, if common rules, regulations and procedures relating to aviation are applied in the region.

The SC accordingly underscored the need for the COSCAP-SA to initiate action towards the early realization of this objective and, as an inital step, it was agreed that the aircraft maintenance regulations be considered for standarization, taking the EASA Regulations as the basis.

At its 17th Meeting held on 06-08 November 2008, the SC approved the formation of a Task Force from each Member States to work in close coordination with the COSCAP-South Asia.

 

 

TASK FORCE MEMBERS

 

 

STATEMENT OF WORK

The Task Force has observed that each Member State has shown a keen interest in revising their maintenance regulations to be on par with the EASA Regulations but the actual work performed in this respect is at different levels. Hence the Task Force has embarked on an exercise in which each State's actual level of implementation of the mainteance regualtions is being assessed against the EASA Regulations. The table attached hereto gives the summary of status as at present.

 

 

Draft Decree

In order to give assurance to operators in the Member States that common regulatory requirements would consistently be applied within the region without any deviation whatsoever, a draft decree as in the hyperlink has been prepared for the formal adoption by the COSCAP Member States. It is expected that this decree will be discussed at the next Steering Committee meeting and consequently the Steering Committee Members will place their signatures assuring the uniform application of the standarized regulations within the region.

 

South Asian Regional Initiatives (SARI)

COSCAP-SA has placed confidence with SARI and recognized it to be the technical arm supporting the COSCAP-SA for the relaization of standarization of regulations in the region. Accordingly COSCAP-SA has worked in close liaison with SARI towards this objective.
