Ii would now like to discuss a certification procedure that would be appropriate for Inspectors conducting such tasks. {next slide} H  0޽h ? ̙33K0  @ ( ޽h  X  C      S   @   c When establishing certification procedures, care needs to be taken to ensure that they will fully comply with controlling regulations as promulgated by the State; and be used by authorised CAA staff who have the requisite delegations and authorisations (for entry, testing equipment etc) Where States enlist outside assistance to perform some technical services, such persons should also be so authorised by the CAA; and the use of standard procedures is directed to ensuring that certificates are dealt with in a consistent manner nationally. A common legal format for certificates should be adopted. All of the tasks associated with management of certificates should be covered in the procedures - and the procedure is provided as guidance to States who are encouraged to adopt it or adapt it to suit the scenario in their own situations. {next slide}W dH  0޽h ? ̙330 iaP(( ޽h (X ( C    a ( S " @    Expression s of interest for the issue of a certificate could be generated because of a new aerodrome proposal or perhaps from or transitional arrangements instituted to have existing aerodromes become compliant with the new certification requirements. The first stage (generally applicable to new proposals) is to conduct a desktop flight operations assessment. This is to quickly identify if there are serious problems that might be obvious prohibitions to the proposal. Things such as Other nearby aerodromes and or instrument procedures Terrain or obstacle problems or controlled airspace and associated procedural needs should be identified before excessive amounts of resources are committed to a project which does not stand a good chance of success. At this stage the applicant may be advised any other known State regulation that will need to be complied with eg environmental aspects If the assessment is positive, the CAA should advise the applicant in writing to proceed to the formal application stage. (NOTE exp of interest activity usually a team effort AI as team leader with input from FOI, air space policy and visual aids specialists, RFFS inspectors) {next slide}0 H ( 0޽h ? ̙33i0 )!`0(  0X 0 C    ! 0 S % @   [ The formal application stage needs CAA assistance if it is to get off to a good start. Remember the aerodrome operator at this stage has probably not been exposed to the process of certification The CAA should now supply to the (soon-to--be) applicant an application form copies of the regulations that the applicant will be expected to comply with, for both his formal application and later as a certified aerodrome operator, copies of the relevant standards any supporting or guidance materials produced, or used, by the CAA name of the CAA person for future contact an indication of any fee structure and payments eg indication of fees that may have to be paid and when those fees become due (some up front, remainder before issue, all up front and no issue until payment is made are some rules adopted by other regulators) {next slide}DO OH 0 0޽h ? ̙33)0 p8y(  8X 8C     8S  @   {A The basis of the application assessment procedure is to lead the CAA to a position where it is satisfied about safety so that the certificate may be granted The assessment should encompass that the application has been correctly submitted in the prescribed form and with the aerodrome manual provided {next slide}5 BH 8 0޽h ? ̙330 @((  @X @C     @S  @   * The flight operations assessment may have been performed at the expression of interest phase. If not, it should be done now to ensure no problems are evident which could prohibit the application As mentioned previously this assessment should encompass factors such as The proximity of the aerodrome to other aerodrome and landing sites, The need to protect established instrument approach procedures and controlled airspace, and Obstacles and terrain that my limit operations {next slide} H @ 0޽h ? ̙33Y0 H(  HX HC     HS ? @   q The aerodrome manual next should be assessed, particularly in respect to weather or not it complies with all the mandatory requirements of of the regulations (content). This phase of the assessment can be limited to that which can be accomplished in the office ie at this stage it is a desk top study of the manual. Items such as completeness of published data and the adequacy of operating systems can be reviewed. Additionally, a view can be reached as to weather or not the management systems are likely to be adequate to ensure the applicant will be able to properly operate and maintain the aerodrome {next slide}e rH H 0޽h ? ̙330 YQP(  PX PC    Q PS `B @    Assessment of an application will almost certainly require a sit visit At the site visit, all the published aerodrome data elements should be physically confirmed and where necessary , tested for correct operation Each of the physical characteristics of the aerodrome and its main facilities and equipment should also be checked and tested. This part of the assessment should not be rushed and it may take several days to complete. Staff involved should be managed on a team basis with members drawn from Ais, FOIs, airspace policy specialists, RFFS inspectors, visual aids specialists and electrical engineering specialists as necessary. Team eadership and overall responsibility for the assessment would normally be allocated to an Aerodrome inspector. {next slide}* bZ   tH p 0޽h ? ̙33 0 x>(  xX xC     xS  @   @ Once the assessment process has been finalised, the CAA notifies the applicant according to the outcome If the assessment was unsatisfactory, reason would be related to Aerodrome facilities, equipment or operating procedures do not make satisfactory provision for safety of aerodrome operations; or The aerodrome manual is deficient with respect to the mandatory content; or Other factors have been discovered which impact on the applicant s ability to properly operate and maintain the aerodrome. The notification should indicate why the assessment was unsatisfactory but not how the discrepancies should be remedied. The regulator should be responsible for oversighting safety, not providing quality control for the aerodrome operator. {next slide}  OH x 0޽h ? ̙330 l(  X C     S  @   n4 Once the assessment process has been finalised, the CAA notifies the applicant according to the outcome If the assessment was satisfactory, the CAA may grant the certificate to the applicant.
